This appears to be a knitted undergarment for warmth, likely worn at the hem.
It can also be used under kimonos or skirts.
There is a discolored area around the waist, which looks like green yarn fibers were mixed in during knitting.
The elastic at the waist is not currently stretched out, but please check it before use.
The color is cream.
