These are parts for tsumi kanzashi (traditional Japanese hair ornaments).
While the craftsmanship may not be exquisite,
these were originally attached to kanzashi made by artisans and sold in stores.
These are the lower parts removed from tsumi kanzashi intended for children's Shichi-Go-San celebrations, to be repurposed for adult use. 4 unused, stored items, each 15cm long.

The Lillian cords have developed a slight twist from storage, causing them to bend a little when hanging.
